PURPOSE:
Water Resources is requesting a contract change order to Contract 2017-0610 related to the TZ Osborne Incinerator Ash Press Replacement Project Design and Construction Services to provide additional construction services with an extended construction duration and additional coordination with the Ash Clarifier project. In order to provide the additional services, approval for a contract change order is requested.
BACKGROUND:
The City authorized professional services for design and construction services Contract 2017-0610 with Arcadis G&M of North Carolina, Inc. for $407,000 on September 19, 2017 to support the TZ Osborne Incinerator Ash Press Replacement Project. The goal of this project was to provide the City a more reliable and cost effective method for ash dewatering with lower operational/repair costs. The City will replace its existing incinerator ash dewatering process with a different technology.
The original contract provided for both Design and Construction Services including but not limited to producing construction documents, permitting, assisting with bidding, and Construction and RPR services. Change Order No.1 was approved by City council on June 19, 2018 and included additional efforts and engineering design work associated with incorporating and coordinating the Ash Press project with the Ash Clarifier project for constructability reasons. Design changes and some coordination between the two projects/consultants resulted in increasing the TZ Osborne Incinerator Ash Press Replacement consultant’s role during construction and RPR and extended the project timeline.
Change Order #2 in the amount of $85,000 includes additional efforts needed for construction changes and additional coordination. The change order will allow the engineering team to extend their services for the new construction timeframe and provide for additional coordination.
The Construction Services team for the original contract included on-call consultant Arcadis G&M of North Carolina, Inc. and Critek Engineering Group, PC, a local MBE. MWBE utilization for the original contract was 22.7%. For Change Order #1, Arcadis proposed the addition of Shermin Ata, Architect, PLLC, a local WBE, for the Design and Construction Services team. The total MWBE participation for the overall contract after Change Order #1 was 23% MBE and 0.3% WBE. Change Order #2 includes additional work for Critek with 17.6% MBE commitment. The total MBE participation for the overall contract is 22.3%.
BUDGET IMPACT:
Funding is budgeted in Water Resources Capital Improvement Fund account 503-7029-06.5410 in the amount of $85,000. A budget adjustment is needed to use this account.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends City Council approval of Change Order No.2 with Arcadis G&M of North Carolina, Inc. for the TZ Osborne Incinerator Ash Press Replacement Project Design and Construction Services Contract 2017-0610 to provide additional construction services with an extended construction duration and additional coordination with the Ash Clarifier and the associated budget adjustment.
