PURPOSE:

City Council is requested to approve donating surplus vehicles to The Interactive Resource Center (IRC) for daily operations and transportation during sheltering operations.  North Carolina General Statute § 160A-280 authorizes a city to donate personal property to a nonprofit organization following the governing board declaring the property to be donated as surplus and giving its approval for the donation. The IRC is a 501 (c) (3) nonprofit corporation and has confirmed that the equipment will be used for the public purpose of transporting program participants and general operations.  Conveyance of this property is conditioned on the continued use for a public purpose and the conveyance includes reversion to the City of Greensboro in the event that the grantee ceases to use the property for a public purpose.

 

BACKGROUND:

The IRC is an innovative day resource center in Greensboro for people experiencing homelessness or trying to keep from becoming homeless in Guilford County. The IRC contacted the City of Greensboro for assistance by donating the listed surplus equipment for the purpose of transporting program participants and general operations. The Equipment Services Division has identified the equipment below that meets the needs of the IRC. All of the equipment has reached or surpassed its useful life, meets the requirements for replacement, and would normally be sold at the next public auction.

BUDGET IMPACT:

The Equipment Services Division and GTA will forgo potential sale of surplus equipment.

 

RECOMMENDATION / ACTION REQUESTED:

The Financial and Administrative Services Department - Equipment Services Division request Council to declare the listed equipment as surplus and approve the donation of the listed equipment to the Interactive Resource Center.
