PURPOSE:
A resolution is needed to authorize execution of a municipal agreement with NCDOT for EB-6033F Safe Routes to School Non-Infrastructure Grant.

BACKGROUND:
Project EB-6033F provides for the City to receive a grant of federal Safe Routes to School funds. NCDOT awarded this grant to the City following a statewide funding competition. The funds will support the planning and implementation of programs and activities to educate students at selected schools about safe walking and bicycling skills and to promote walking and bicycling as a viable option for more elementary and middle school students. GDOT applied for the grant in coordination and in partnership with Parks & Recreation, the Guilford County Department of Public Health, the Guilford County Schools, and UNCG Department of Public Health Education.

This agreement defines project costs and responsibilities and requirements. The agreement provides for reimbursement of 80% of project costs up to $240,000 over a three year period. The 20% grant matching requirement will be satisfied through local in-kind services, specifically time spent on overseeing and implementing the grant by locally funded GDOT staff positions.

BUDGET IMPACT:
Funding for this project is as follows:

$240,000 (80%) Federal SRTS Funds
$60,000 (20%) Local In-Kind Services
$300,000

No additional City funds are required.
