PURPOSE:
City Council approval is requested to convey a utility easement to Duke Energy to install new pad mounted transformer and new underground electrical power service between the Glenwood Recreation Center and the Coliseum Blvd Church of Christ.


BACKGROUND:
Glenwood Recreation Center has had parking flow issues for many years. To temporarily resolve this issue the Parks and Recreation Department has had a parking use agreement with the Coliseum Blvd Church of Christ since 2016. Due to parking constraints for the Glenwood Recreation Center, this agreement has allowed for overflow parking between both sites. Both sites have overall deteriorated parking conditions and traffic flow issues. Over the past year, the concept of a new traffic flow and expansion of parking lots has been jointly designed and approved by both parties. This project is being funded with 2016 Bond funds and will include a partial reimbursement from the Coliseum Blvd Church of Christ. The project will include 15 additional parking spaces, improved flow of traffic, and the removal of existing power lines to underground service for better connections between the parcels. The projected timeline for the project is to bid in August 2019 and contract selection by the fall of 2019.

For the new transformer and existing power lines to be placed underground, Duke Energy requires an easement to perform this work. Since the easement is an encumbrance on City property, City Council approval is required.
