PURPOSE:
The City of Greensboro has received funds in the amount of $539,665 from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year (FFY) 2019 FTA Section 5339 Bus and Bus Facilities Grant. A budget ordinance must be approved to allow the expenditure of funds.
BACKGROUND:
Section 5339 funds can be used to replace, rehabilitate, and purchase buses, vans, and related equipment and to construct bus-related facilities. The City of Greensboro will utilize the funding to purchase eight (8) paratransit vehicles as replacements for eight (8) paratransit vehicles that have met their useful life in miles. The useful life standards for less than 30 foot paratransit vehicles are 5 years or 200,000 miles. The replacement vehicles will be fully equipped with ADA compliant equipment.
Under a Transit Allocation Plan, adopted by the Greensboro Urban Area Metropolitan Planning Organization on March 22, 2017, Guilford County is allocated up to 7% of the total allocation yearly. In fiscal year 2019, Guilford County received $40,403 in FTA Section 5339 funding as a sub-recipient under the City of Greensboro. Guilford County will purchase two (2) expansion staff support vehicles. The City will manage the grant and disburse this funding to Guilford County on a reimbursement basis once the vehicles have been purchased. Guilford County is required to provide the 20% required local match, in the amount of $10,101.
At their May 8, 2019 meeting, the Greensboro Urban Area MPO Technical Advisory Committee approved the project.
