PURPOSE:
The bids for Contract 2018-077, General Sidewalk Improvements, have been received. In order for work to proceed, City Council approval is requested for award of the contract to Armen Construction, LLC in the amount of $397,540.00.
BACKGROUND:
The work consists of all labor, equipment, and materials required for installation of 675 SY of 4” concrete sidewalk, segmental retaining wall, and safety fencing along with ADA compliant concrete curb cuts and driveways.
The bids were opened on June 6, 2019 and the apparent lowest, responsive, responsible bidder is Armen Construction, LLC (Charlotte, NC) with a bid of $397,540.00.
The MWBE goals were MBE 6% and WBE 6%.
The contractor’s commitment is MBE 6.0% and WBE 3.8%.
The contractor met Good Faith Effort per the attached MWBE review memo.

The proposed bid date is August 19, 2019. The proposed date of completion is January 16, 2020.
BUDGET IMPACT:
Project will be funded from 2008 bond fund account 471-4502-15.6015 A11132. A budget adjustment is needed to move funds into the appropriate account.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and GDOT that City Council approve the bid and award Contract 2018-077, General Sidewalk Improvements, to Armen Construction, LLC for the bid amount of $397,540.00.
