PURPOSE:

The City of Greensboro received funds in the amount of $1,793,404 from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year (FFY) 2016 FTA Congestion Mitigation Air Quality program grant. The City utilized this funding to purchase four (4) replacement 40 foot clean diesel buses. The City is applying unobligated funds to this grant in an amendment to purchase two (2) additional replacement 40 foot clean diesel buses. A budget ordinance is needed to establish this funding.  

 

BACKGROUND:

At the September 19, 2017 meeting, the Greensboro City Council approved a budget ordinance establishing the FY 2016 FTA Congestion Mitigation Air Quality Grant funding. The City received funds in the amount of $1,793,404 from the Federal Transit Administration (FTA) to support eligible expenses.  However, the City applied $954,560 for its share of a disposed property towards this grant which reduced the federal share to $838,844. After consultation, FTA advised that unobligated funds in the amount of $954,860 should be added to this grant, allowing the City to purchase two (2) additional 40 foot clean diesel buses. These funds will be used to replace two (2) 40 foot diesel buses that have exceeded FTA’s useful life standards, both in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a fixed route bus. 

 

BUDGET IMPACT:

Additional federal revenue in the amount of $954,860 will be added to GTA Grant Fund account 567-4515-01 for the purchase of these buses. An additional local match of $53 will be required.  

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation Department recommends and requests that the City Council approve the attached budget ordinance in the amount of $954,913 to reflect the additional revenue.
