PURPOSE:
Allocations are for programs funded through the Workforce Innovation and Opportunity Act (WIOA) administered by the City of Greensboro’s Office of Workforce Development. A budget amendment needs to be approved to allow the expenditure of funds.
BACKGROUND:
1. Includes Detail Sections 1-3 in Attachment A. The NC Department of Commerce’s final allocations for the FY 18-19 year were higher than the initial projections. Program funds will be increased in the amount of $2,559.
The PY 2018 WIOA Adult, Dislocated Worker and Admin funds are increased in the following amounts:
WIOA Adult 2018 grant in the amount of $1,231
WIOA Dislocated Worker 2018 grant in the amount of $1,072
WIOA Admin 2018 grant in the amount of $256.
2. Includes Detail Section 4 in Attachment A. The Community Foundation of Greater Greensboro has received a grant under the Eastern Triad Workforce Initiative (ETWI). The Guilford WDB originally was a subgrantee in the amount of $655,000; a portion of this is being reallocated to other subgrantees. ETWI funds will be decreased in the amount of $363,000.
The Guilford WDB ETWI Fund is reduced in the amount of $363,000.
3. Includes Detail Section 5 in Attachment A. The NC Department of Commerce provides Finish Line grants to local WDBs in partnership with local community colleges in order for community college students to complete training. The Guilford WDB has been granted additional funds in the amount of $100,000 effective 5/2/2019, expiring 6/30/2019.
The Guilford WDB Finish Line Fund is increased in the amount of $100,000.
BUDGET IMPACT:
The attached ordinance results in a reduction of $260,441 in the WIOA Fund Budget.
RECOMMENDATION / ACTION REQUESTED:
It is recommended and requested that the City Council adopt the attached budget ordinance establishing and/or adjusting fund reductions in the amount of $260,441 for Workforce Innovation and Opportunity Act Local Area programs.
