PURPOSE:

City Council is being requested to approve the contract award to R.P.M. Partners, General Contractors for the installation of new fire training facilities to be located at the Public Safety Training Facility.

 

BACKGROUND:

In order to better serve and meet the needs of the City of Greensboro’s Fire Department, the Fire Department is seeking to engage in a contract for the design and installation of modified steel containers (conex boxes) for the purposes of providing training facilities for the Fire Department of the City of Greensboro.

 

On January 18, 2019, the Fire Department issued a Request for Proposals (RFP) for services related to the supply and installation of structures/buildings using modified steel containers (stacked structures) and interior enclosed stairways to be used as training facilities for the Greensboro Fire Department to be located at the Public Safety Training Facility (1510 N. Church Street).

 

The City of Greensboro desired the training facility to be of the highest quality with regards to sustainable design and construction and sought out companies/firms with demonstrated experience in providing design-build fire training facilities for fire departments.

 

The new facilities are to be built on the existing site located at 1510 N. Church Street. Two separate structures will be required: one (1) structure will be designated as the Tower; one (1) structure will be designated as the Burn Building. The training facilities should will be designed to co-exist with other buildings and structure onsite. 

 

Two firms submitted proposals by the amended deadline of February 14, 2019. The firms who submitted were American Fire Training Systems and Fire Training Structures, LLC.  Fire Training Structures did not comply with the RFP.  Lion Corporation, a third vendor did not submit a proposal. Upon review of the submissions, the selection committee elected to choose American Fire Training Systems. The committee evaluated the submissions based on experience, qualifications, project approach, and proposal cost. Fire Training Structures, LLC did not comply with the RFQ.

 

The project was taken before the M/WBE Goal Setting Committee for review, but because of the nature and specialty of the project (prefab modified steel containers), it was determined that no M/WBE opportunities for solicitation would be available to pursue. In light of this, no goals were set.

 

To facilitate the contractual requirements for site work and permitting, American Fire Training Systems has partnered with RPM Partners General Contractors and the total proposal cost of this work is $799,577.00.

 

BUDGET IMPACT:

The Greensboro Fire Department will provide funding from the Fire Stations Bond Fund Capital Project Budget in account 491-4005-01.6013. This item is associated with a related budget ordinance.

 

 

RECOMMENDATION / ACTION REQUESTED:

The Fire Department recommends approval of the award of the contract to R.P.M. Partners, General Contractors for the construction of the new Fire Training Facilities at the Public Safety Training Facility in the amount not to exceed $799,577.00.
