PURPOSE:
The City of Greensboro Water Resources Department is requesting to enter into a professional services contract with Excergy Corporation to provide financial analysis, planning, and acquisition support services for advanced metering opportunities. City Council approval of a contract in the amount of $259,076 is requested.
BACKGROUND:
On January 30, 2019, the Water Resources Department issued a Request for Proposals (RFP) for Advanced Metering Infrastructure Analysis and Acquisition Support Services. Ten firms submitted proposals by the March 1, 2019 deadline. A selection committee comprised of internal Water Resources representatives and an external M/WBE representative evaluated and scored the proposals submitted by each firm. The committee evaluated the submissions based on transmittal letter, description/understanding of the scope of services, experience and capabilities of key personnel, firm experience, firm references and proposed M/WBE participation. Excergy Corporation was the best suited firm to perform the scope of services. The City of Greensboro currently provides some level of advanced metering options to our citizens. The scope of this Contract is to thoroughly review our advanced metering options through an analysis of current market technology and advantages and disadvantages to different advanced metering options. The analysis will be followed by services to help support acquisition of the selected technology and advanced metering option.
The City of Greensboro Water Resources Department currently meters approximately 106,000 service connections through automatic meter reading technology. Meter assets have a defined life cycle and many of the meters installed within the City are approaching the end of their life cycle. The services of Excergy Corporation will be utilized to help make decisions on replacement and the meter technology that will be employed moving forward. The Excergy team will include two local MWBE subcontractors in All System Restored HVAC/ Electrical with 5% MBE participation and Simon Resources, Inc with 3% WBE for a total of 8% utilization of the contract amount. BUDGET IMPACT:
Funding in the amount of $259,076 is budgeted in Water Resources Enterprise Fund account 501-7013-01.5419.
RECOMMENDATION / ACTION REQUESTED:
The Water Resources Department recommends approval and award of the Advanced Metering Infrastructure Analysis and Acquisition Support services with Excergy Corporation for $259,076.
