PURPOSE:
The MPO Transportation Advisory Committee recently amended the Unified Planning Work Program to increase grant funding for FY 2018-2019 to accommodate planned expenditures. A budget ordinance needs to be approved by City Council to permit the receipt of additional funds.

BACKGROUND:
As the lead transportation planning agency for the Greensboro Urban Area Metropolitan Planning Organization (MPO), the City of Greensboro receives annual Federal Highway Planning Grant funds (Section 104(f)PL). These funds are administered by the North Carolina Department of Transportation (NCDOT) and are used to fund transportation planning related activities, which support the MPO's Unified Planning Work Program (UPWP). The MPO Transportation Advisory Committee adopted the FY 2018-2019 Unified Planning Work Program on March 28, 2018 based on a funding availability statement provided by NCDOT. On February 27, 2019, the MPO Transportation Advisory Committee amended the work program to increase the federal funding amount by $22,000.

BUDGET IMPACT:
The State, Federal, and Other Grants Fund budget will be increased as follows:

$22,000 State Grant (80%)
$5,500 Local In-Kind Services (20%)
$27,500

For FY 2018-2019, the City has currently budgeted $430,108 in grant funds and $107,527 in local in-kind services consistent with the Unified Planning Work Program. The amended Unified Planning Work Program provides for the grant amount to be increased by $22,000 and the local in-kind services match to be increased by $5,500. No additional City funds will be required for this grant.
