PURPOSE:
In 2016, residents approved a bond referendum which included funding for the planning of a joint facility to combine Windsor Community Recreation Center and Vance Chavis Library. City Council is requested to approve the professional services contract between the City of Greensboro and Vines Architecture, Inc./EVOKE Studio for the development of the conceptual and schematic design for the Windsor-Chavis joint use facility project.
BACKGROUND:
In December 2018, a Request for Qualifications (RFQ) process was initiated by the City to solicit only professional architectural design services for initial planning of a joint use facility combining Windsor Community Recreation Center and Vance Chavis Library. The City received thirteen responses for professional design services and a stakeholder committee, comprised of key community members and partners, and City staff, completed a weighted review process of the proposals in January 2019. Five of the highest scored firms were selected for interviews, which were held in February 2019. Based on scoring from the proposal reviews and firm interviews, the committee recommended contract award to the architectural team of Vines Architecture, Inc. and EVOKE Studios, which are minority and minority-woman owned firms.
Design services to be completed by Vines Architecture, Inc./EVOKE Studios will include advancing planning services (existing condition analysis, information gathering and visioning, programming and planning, concept design and costing) and 50% of the schematic design phase.
The MWBE office did not set goals for the professional services contract; however, prospective respondents were required to solicit and use certified M/WBEs if they were potential sources for services necessary to fulfill the contract. Respondents to the RFQ received additional evaluations points based on MBE/WBE participation. Vines Architecture, Inc./Evoke Studios are minority and minority-woman owned firms that will lead the project, along with a commitment of 8.9% MBE/WBE subcontractor participation utilization to include John Davenport Engineering (MBE 4%), JC Waller & Associates (MBE 2.5%), and Event Experts (MBE 2.4%). The team has also committed to an additional 5% MBE subcontracting participation for structural engineering services through the use of MMSA, Inc., which is not located in the current Greensboro MSA but will be included in the new 27 County MSA marketplace. BUDGET IMPACT:
Funding to cover the value of the contract, $1,259,500, is currently budgeted in the account number 482-5001-07.5410.
RECOMMENDATION / ACTION REQUESTED:
It is recommended that City Council approve the execution of a professional services contract with Vines Architecture, Inc. in the amount of $1,259,500 for the design of a Joint Use Facility combining the Windsor Community Recreation Center and Vance Chavis Library.
