PURPOSE:

City Council is being requested to approve the award of Contract Number 2019-030 to W.C. Construction Company, LLC for the completion of a new shared maintenance building at Barber Park to provide maintenance and operational support for Barber Park, Gateway Gardens, and park and trail facilities within and adjacent to the City’s East Gateway Corridor and Innovation District

 

BACKGROUND:

The Barber Park Master Plan was originally completed in 2003 and updated and adopted by City Council in 2009. The master plan recommends a variety of enhancements to the park, including development of the new Barber Park Event Center and Ruth Wicker Tribute to Women, which was completed in January 2019, and a new maintenance building. The proposed maintenance building will support the operations of Barber Park and Gateway Gardens, and will allow the Department to more efficiently maintain and care for other park, recreation, and trail facilities within and adjacent to the City’s East Gateway Corridor and Innovation District. The maintenance building portion of the project was initially bid in December 2015, but was delayed due to funding constraints.  In 2016, voters approved a bond referendum to provide the additional funding needed for completion of the maintenance building.

 

The project was bid on March 14, 2019 through a bifurcated process. Because none of the six bidders met MWBE goals, a Good Faith Effort (GFE) review was completed. Following the GFE review, three bids were open on March 29, 2019. W.C Construction Company, LLC, which is a certified MBE, was considered the lowest responsive bidder with a base bid of $2,270,000. Additional bids received were S&S Building at $2,465,000 and Atlantic Contracting at $2,540,753.

 

MWBE goals established for the project were MBE 8% and WBE 7%. The MWBE Office reviewed the GFE documentation submitted by W.C Construction Company, LLC for the project and determined that the MBE and WBE goals established were met.  See attached letter from the MWBE Office.

 

BUDGET IMPACT:

The total project cost including alternates is $2,270,000 Funding for this contract is budgeted in account number 482-5001-01.6013.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council approve the award of Contract 2019-030 in the amount of $2,270,000 to W.C. Construction Company, LLC for the construction of a joint use maintenance building at Barber Park.
