PURPOSE:
City Council is requested to approve the execution of a contract in the amount of $1,240,844
With Irwin Seating Company for the Greensboro Coliseum Complex Special Events Center bleacher seating replacement project. Phase 1 portion of these custom built bleacher seats to be provided by Irwin Seating will match the custom built bleacher seats that were installed in the Fieldhouse building in 2016. This is a sole source contract for compatibility with existing equipment including parts, serviceability and maintenance.

BACKGROUND:
The current Coliseum Special Events Center seats were installed in 1991, they have surpassed their usable life expectancy. Parts are no longer available for the 1991 units. On August 5, 2016 the City Council approved $20,000,000 in Hotel/ Motel tax bonds to fund Coliseum Capital improvements that included the bleacher seat replacement for the Special Event Center.

The Goal Setting Committee determined that due to a lack of M/WBE firms manufacturing custom portable bleacher seating, no M/WBE goals were set for this project.

However, at the request of the Coliseum staff, Irwin seating has agreed to use their MWBE certified installer on this project. The installation work is valued at over 20% MWBE participation of the total project cost.

In addition, the Coliseum staff de-bundled the Project contract scope and will solicit bids for both the electrical motor wiring and the demolition removal of the old bleachers from local MWBE contractors with an estimated value of $40,000 for the electrical motor wiring and an estimated value of $10,000 for the demolition and removal of the old bleacher seats.
