PURPOSE:

Collectively, the City of Greensboro, City of High Point and Guilford County have been awarded Edward Byrne Memorial Justice Assistance Grant Program (JAG) FY18 funding of $225,141.  It is requested that City Council approve the ordinance to accept the funding.

 

BACKGROUND:                     

Edward Byrne Memorial Justice Assistance Grant Program (JAG) awards are formula-based, non-competitive federal criminal justice funds. JAG allocations are based on violent crime and population. The local unit of government award allocations are based on their proportion of the state’s 3-year violent crime average. The Greensboro Police Department will serve as the lead/fiscal agency for the FY18 JAG for the award period of October 1, 2017 through September 30, 2021.

The Greensboro Police Department was originally allocated $153,663. A 20% disparity of $30,732.60 was given to Guilford County Sheriff’s Department and Greensboro’s final total is $122,930.40. The GPD will use the funds for officer equipment for the department.

 

The High Point Police Department was originally allocated $57,796. A 20% disparity of $ 11,559.20 was given to Guilford County Sheriff’s Department and High Point’s final total is $46,236.80. They will use the funds for ballistic vests and accessories. 

 

The Guilford County Sheriff’s Department was originally allocated $13,682 and will receive the 20% disparities from Greensboro and High Point Police Departments for a total of $55,973.80. The department will use the funds to purchase a fully outfitted, marked patrol vehicle and an AFIS (Automatic Fingerprint Identification System). 

 

As required by the Department of Justice Office Bureau of Justice Assistance, each jurisdiction will set aside 3% of their allocation, pending their NIBRS certification. Upon state certification, the funds will be released to the agencies. NIBRS is an incident-based reporting system used by law enforcement agencies in the United States for collecting and reporting data on crimes. The agencies are transitioning from their former reporting system to NIBRS. All three are compliant; however, they are not yet certified by the State of NC.

 

BUDGET IMPACT:

FY18 JAG is a reimbursable grant and a match is not required. The funds will be housed in account #220-3588-01/02/03. Any expenses over the funding amount will be absorbed by each agency’s budget. Reimbursement requests will be processed quarterly and dispersed to the partnering agencies upon receipt of funds by the City of Greensboro from the Office of Justice Programs.

 

RECOMMENDATION / ACTION REQUESTED:

It is requested City Council adopt the associated budget ordinance for the appropriation of Federal grant funds for Edward Byrne Memorial Justice Assistance Grant Program (JAG) FY18 in the amount of $225,141.
