PURPOSE:
To amend Chapter 29.5 of the Greensboro Code of Ordinances in order to replace the Emergency Water Conservation and Restriction Plan with the Water Shortage Response Plan.

BACKGROUND:
On November 3, 1998 Greensboro City Council adopted the provisions of Chapter 29.5 titled "Emergency Water Conservation and Restriction Plan." The plan sets forth the city's strategy for water conservation and planning for the protection of public health, safety, and welfare in the event of water shortages.

On April 16, 2012 City Council approved revisions to the plan as a result of State legislation changes governing water use during droughts and water emergencies. The approved revisions ensured the city's plan complied with criteria established by the Department of Environmental Quality Division of Water Resources (DEQ DWR).

To fully align with DEQ DWR guidelines, improve the ease in accessing, using, and revising the plan, the city's emergency water conservation and restriction plan will be pulled out of Chapter 29.5 of the City Code of Ordinance and reside as a standalone document titled "Water Shortage Response Plan." Chapter 29.5- "EMERGENCY WATER CONSERVATION AND RESTRICTION PLAN" will be replaced by ordinance change with a statement referencing the standalone plan and the requirement for City Council approval of future changes or modifications.
