PURPOSE:
The City of Greensboro received funds in the amount of $3,854,000 from the Federal Transit Administration (FTA) to purchase six (6) replacement 40 foot electric buses. The North Carolina Department of Transportation recently approved a state match funding request in the amount of $317,388 for the purchase of the buses. A resolution needs to approved to authorize the City to accept this funding.

BACKGROUND:
At the April 24, 2018 meeting, the Greensboro City Council approved a budget ordinance establishing FY2018 FTA Congestion Mitigation Air Quality Grant funding. The City received funds in the amount of $3,854,000 from the Federal Transit Administration (FTA) to support eligible expenses. These funds will be used to replace six (6) buses that have exceeded FTA's useful life standards, both in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a fixed route bus.

The purchase and delivery of the six (6) 40 foot buses will take place during fiscal year 2019 and amount to a total cost of $4,534,118. The North Carolina Department of Transportation has approved a state funding match request in the amount of $317,388, thus reducing the required City match by a like amount. Previously, the full 15% required local match was to come from the GTA operating fund.

BUDGET IMPACT:
The North Carolina Department of Transportation will contribute $317,388 towards the purchase of the six (6) replacement buses during fiscal year 2019, thereby lowering the City's local match amount. The grant is budgeted in GTA Grant Account 567-4521...
