PURPOSE:
A federal grant from the Federal Transit Administration requires an agreement between the City and Guilford County. In accordance with North Carolina state statutes, an interlocal agreement requires City Council authorization.

BACKGROUND:
Federal Transit Administration Section 5339 funds are available to replace, rehabilitate, and purchase buses and related equipment and to construct bus-related facilities including technological changes or innovations to modify low or no emission vehicles or facilities. Funding is provided through formula allocations to designated recipients. The City of Greensboro is a designated recipient.

The Greensboro Urban Area Metropolitan Planning Organization (MPO) adopted a Transit Resource Allocation Plan on March 22, 2017 to provide for the distribution of transit formula grants to transit agencies in the Greensboro MPO area. Under this Plan, Guilford County will receive yearly allocations from the City's 5307 and 5339 apportionments. As Guilford County is not a designated recipient of FTA funds, the City will act as a pass-through entity to disburse these funds. Under the Transit Resource Allocation Plan, Guilford County will receive $45,418 in federal Section 5339 funds which will be used to replace transit vehicle that is less than 30 feet.

The FTA grant was approved September 18, 2018.
