PURPOSE:

City Council is requested to approve execution of Amendment #2 for Contract 2016-5024 to amend the professional design services for Keeley Park Phase II with Stewart Engineering, Inc.

 

BACKGROUND:

This request originated as part of the professional services provided by Stewart Engineering, Inc., for the Keeley Park Master Plan, which was completed and approved by the Parks and Recreation Commission and City Council in April 2016. The second phase of park development recommended by the plan will include outdoor fitness area, community garden renovation and expansion, corn hole (4 courts), walking trails, beginner mountain bike course, playground renovations and ADA surfacing, sprayground renovations, disc golf course (18 holes), festival field, restroom/shelter building, shelters (3), and additional parking.  A more detailed description of the work for this amendment is addressed in the proposal letter dated March 22, 2019 from Stewart Engineering, Inc. and is included as “Attachment A.”

 

Stewart Engineering, Inc. is requesting a time extension (Extension #2) amendment to the current contract in the total of amount of $38,500 to further perform site design, develop final construction documents, execute the bidding, and provide construction administration on behalf of the City for Keeley Park Phase II implementation. The City’s M/WBE Office has reviewed both contract extensions and has determined that Stewart Engineering, Inc. has committed exceeding the MBE goal of 2.5% and the WBE goal of 5.6%. The WBE utilization commitment is 16.9%%, utilizing Shermin Ata for architectural design services and a MBE utilization commitment of 29.9% utilizing SAMR for MEP services as part of the amendment request.

 

BUDGET IMPACT:

The Parks & Recreation Department will fund the additional project costs in the amount of $38,500 using funds in account number 482-5001-08.5410 and associated budget adjustment. The original Contract 2016-5024 in the amount of $30,300 provided for the Keeley Park master plan update. Extension #1 with Stewart Engineering, Inc. for $180,000 to develop construction drawings was approved by City Council on November 15, 2016. Upon approval of this Amendment #2 request, the total master plan update, design and construction documentation/administration services of Phase II will be in the amount of $248,800.

 

RECOMMENDATION / ACTION REQUESTED:

Parks & Recreation Department requests for City Council to approve the contract extension amendment with Stewart Engineering, Inc. in the amount of $38,500 for the amended professional services for the Keeley Park Phase II project.
