PURPOSE:

The North Carolina Solar Center (NCSC) at North Carolina State University has awarded the Greensboro Police Department (GPD) a Clean Fuel Advanced Technology (CFAT) grant of $23,013. The funds will be used to help purchase two 2019 Zero electric motorcycles. The police department’s responsibilities are the grant match of $5,753 and the remaining $14,154 of the motorcycles’ cost. The department’s costs will be funded by NC State Excise Drug Tax funds. The complete project cost is $42,920. A budget ordinance is requested by City Council in order to accept these grant funds.

 

BACKGROUND:

The North Carolina Solar Center (NCSC) at North Carolina State University has been awarded federal Congestion Mitigation Air Quality funds from the NC Department of Transportation for the Clean Fuel Advanced Technology (CFAT) Program. The primary purpose of CFAT is to provide funding assistance for transportation related emission reduction projects in eligible North Carolina counties. 

 

The funded grant proposal will extend police services to Downtown and Greenway areas in the Patrol Bureau’s Center City Division by using an environmentally friendly technology while helping to reduce the department’s fuel costs.

 

BUDGET IMPACT:

This is a reimbursement grant. The two electric motorcycles are estimated to total $42,920. The grant will reimburse the department up to $23,013. The department’s match for the grant of $5,753 and the remaining $14,154 of the motorcycles’ cost will be funded by NC State Excise Drug Tax funds. The funds will be housed in 220-3593-01.

 

RECOMMENDATION / ACTION REQUESTED:                                                                 

It is requested that the City Council adopt the attached budget ordinance for the Clean Fuel Advanced Technology Grant FY19 in the amount of $42,920 to extend police services in the Patrol Bureau’s Center City Division.
