PURPOSE:
North Carolina General Statute 143-355 (l) requires each unit of local government that provides public water service develop and implement water conservation measures to respond to drought or other water shortage conditions as set out in a Water Shortage Response Plan (WSRP). Updates to the WSRP are required at least every five years and are submitted to the North Carolina Department of Environmental Quality, Division of Water Resources for review and approval.

Changes made to the city's 2018 WSRP include minor edits to dates and contact information for city and departmental staff. To align with Department of Environmental Quality Division of Water Resources guidelines, the city's plan will be pulled out of Chapter 29.5 of the City Code of Ordinance and reside as a standalone document. Chapter 29.5- "EMERGENCY WATER CONSERVATION AND RESTRICTION PLAN" will be replaced with a statement referencing the standalone plan and the requirement for City Council approval of future changes or modifications. The ease in accessing, using, and revising the plan are additional benefits with its removal from the City Code of Ordinance.

To ensure full compliance with G.S. 143-355(l), City Council approval of the Water Shortage Response Plan is required.

BACKGROUND:
The purpose of the Water Shortage Response Plan (WSRP) is to deal with short-term or immediate water shortage, which may be caused by things such as drought, water quality problems, or disruptions in facility operations.
