PURPOSE:

City Council consideration is requested for a $267,000 contract with HR&A Advisors to develop an Affordable Housing Plan for the City.

 

BACKGROUND:

In October 2018, the Neighborhood Development Department issued a Request for Proposals (RFP) for Consulting Services for an Affordable Housing Plan. The scope of work includes an analysis of existing efforts in the City to identify gaps, propose solutions and present methods and best practices for increasing and preserving the affordable housing stock over the next ten years. Develop an implementation plan with short and long-term goals. Connect the Affordable Housing Plan with Planning Department's Comprehensive Plan. The selected consultant will work with the community and City staff to develop the following deliverables:

 

1.                     Ten-Year Affordable Housing Plan

2.                     U.S. Department of Housing and Urban Development (HUD) Five-Year Consolidated Plan (required by HUD)

3.                     Analysis of Impediments to Fair Housing Choice (required by HUD).

4.                     Recommendations for the Department’s organizational structure to address and goals and objectives identified in the Ten-Year Affordable Housing Plan

 

Neighborhood Development received four proposal responses from the following firms:

                                    

                     HR&A Associates, Inc.

                     Enterprise Community Services, Inc.                                                                       

                     CZB                                                                                                                                             

                     Teska Associates, Inc.         

 

All proposals received were responsive. The recommended consultant is the highest scoring, most cost-competitive proposal and represents the best value to the City based upon the RFP’s evaluation criteria.

 

BUDGET IMPACT:

Federal CDBG funds of $90,000, Federal HOME Funds of $50,000, Nussbaum funds of $47,000 bond funds of $80,000 will be used to fund the contract.

 

RECOMMENDATION / ACTION REQUESTED:

City Council is requested to approve a contract of $267,000 with HR&A Advisors, Inc. for consultant services to develop an affordable housing plan and to authorize the City Manager to execute the contract agreement.
