PURPOSE:

The City of Greensboro Water Resources Department wishes to enter into a three-year contract with Research & Analytical Laboratories, Inc. to provide professional laboratory services to support the City in complying with the Section I Water Quality Assessment and Monitoring of NPDES MS4 Permit No. NCS000248.

 

BACKGROUND:

The City of Greensboro received its NPDES permit from the NCDEQ in 1994. The Water Quality Section of the City of Greensboro Stormwater Management Division has conducted water quality sampling since 1995. Water quality sampling is essential in characterizing pollution problems, in determining effectiveness of treatment methods, and in determining trends in pollution reduction, and ultimately program effectiveness.

 

The City conducts analyses of water quality including; (1) Fixed Interval Stream Monitoring (sampling of 20 sites, monthly), (2) CWMTF Grant (2 inflow sites and 1 outflow site, weather dependent), (3) In Stream Wet Weather Sampling (4 sites, quarterly during rain events), and (4) Special Studies, including but not limited to: evaluation of best management practices (wet ponds, bioretention, etc.), characterization of runoff from specific sources, impact assessment of pesticide, herbicide, and fertilizer use, pollutant identification (sanitary sewer leaks, spill response, illegal discharges as needed) and quality control sampling.

 

In January of 2019, a Request for Proposal (RFP) was issued in order to identify companies that perform these types of professional laboratory services.  On February 8, 2019, four proposals were received and all respondents proposed to self-perform the requested laboratory services. The M/WBE Office was involved in the review of the submitted proposals and completed a good faith review. The M/WBE Office confirmed it is the practice of the selected firm to self-perform the requested laboratory services.

 

BUDGET IMPACT:

Funding for this three-year contract in the amount of $153,228 will be budgeted in the Water Resources Stormwater Operating Fund account 505-7003-03.5413.  The amount for each fiscal year is as follows: $51,076 in FY19-20, $51,076 in FY20-21, and $51,076 in FY21-22, provided that sufficient appropriations are approved by City Council in succeeding fiscal years.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Water Resources Department that City Council approve the three-year contract with Research & Analytical Laboratories, Inc. for professional laboratory services in the amount of $153,228.
