PURPOSE:
City Council approval is requested to approve the Smith Community Park Master Plan completed in January 2019.

BACKGROUND:
Smith Senior Center is the focal point of Smith Community Park, located at 2401 Fairview Street. As part of 2016 Bond Referendum's Community Tennis Improvement project, Smith Community Park was identified as a location for the conversion of the existing tennis courts to the first outdoor pickleball courts in the City. In early 2018, the Parks and Recreation Department began a master planning process for site improvements by discussing the current operations and possible site improvements with and the community. In February and March, 2018, a series of public input meetings were held at Smith Senior Center to discuss the overview of the master planning process, ideas for improvements and amenities, possible grant funding, and City funding sources. Over 60 residents provided input to develop the master plan.
The master plan attempts to better utilize the existing spaces at Smith Community Park, while providing enhanced opportunities for active recreation and community gatherings, especially for an aging but active population. The plan also reinforces the near term goals for the "Enhance" recommendations of the Plan2Play to bring up the basics. The first phase of improvements at the site, which align with recommendations in the master plan, are currently underway, and includes the conversion of the existing tennis courts to a six-court pickleball complex and social area funded by a Junior League of Greensboro grant obtained by UNCG.
