PURPOSE:

The bids for Contract 2013-036, Friendly Avenue Sidewalk Improvements been received and City Council approval was given on January 15, 2019 for award of the contract to Atlantic Contracting Company, Inc. in the amount of $1,878,793.  City Council approval is requested to revise the resolution in order to modify the funding source to be consistent with current funding arrangement with NCDOT.

 

BACKGROUND:

This action provides for the use of bond funds rather than NCDOT grant funds for the construction of this project to be consistent with current funding arrangements with NCDOT established under Supplemental Agreement #6 for Project EL-5101DL.  These funding arrangements reflect limited federal funding availability, higher than expected construction costs, and the need to expedite delivery of this community priority project.  The use of bond funds enables the City to avoid construction delays to the Friendly Avenue project as well as to other projects to be constructed under EL-5101DL (Yanceyville Street, Pisgah Church Road, and Lees Chapel Road). 

 

This work consists of all labor, equipment, and materials required for installation of 5700 SY of 4” concrete sidewalk and segmental retaining walls; along with ADA compliant concrete curb cuts and driveways.

 

The bids were opened on December 13, 2018 and the apparent lowest, responsible bidder is Atlantic Contracting Company, Inc. (Greensboro, NC) with a bid of $1,878,793.

 

The MWBE goals were MBE 8% and WBE 7%.

The contractor’s commitment is MBE 8.0% and WBE 7.0%.

The proposed date for start of construction is February 18, 2019.  The proposed date of completion is October 26, 2019.

 

BUDGET IMPACT:

Funding for this construction contract will come from 2008 bond fund account 471-4502-40.6015.  A budget adjustment will be required to move funds into the appropriate account. 

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Departments of Engineering & Inspections and GDOT that City Council revise Resolution 019-19 from January 15, 2019 in order to authorize the use of 2008 bond funds.
