PURPOSE:
City Council is requested to authorize the City Manager or his designee the authority to grant encroachment agreements and issue permits for the installation of groundwater monitoring wells and soil borings on city-owned property and city right-of-ways, resulting in an expedited, more efficient process.
BACKGROUND:
Field Operations personnel has the responsibility for the review and issuance of permits to install temporary and permanent monitoring wells on City property. Currently, any third party tasked with performing an environmental investigation must obtain an encroachment agreement from the City. This process includes circulation of the request to various departments prior to preparing the encroachment agreement, which is then presented to City Council. Once the agreement is authorized, the third party submits the necessary documentation (including well construction details and well locations) for further review by key members of several City departments. This process may take up to 7 months to obtain the required encroachment agreement and appropriate permits before scheduling the monitoring well installation. By approving this request, this delay may be reduced by as much as 5-6 months, resulting in a much-improved process.
The City employs professional staff that can be responsible for oversight of this program. Staff within Field Operations would be responsible for the review of requests, coordinate the dissemination of information to various departments, be available to conduct installation overs...
