PURPOSE:

Withers & Ravenel, Inc. is needed to provide additional engineering services for the federally funded Downtown Greenway Phase 2 project, EL5101DJ. City Council approval of a contract extension to the professional services contract in the amount of $52,383.45 is requested.

 

BACKGROUND:

The downtown greenway will enhance pedestrian and bicycle circulation in and around downtown, serving as a hub for a larger future greenway network and improving transportation safety and mobility choices.  Phase 2 is the section of the greenway along Murrow Boulevard and Fisher Avenue, from Gate City Boulevard to N. Eugene Street.

 

Withers & Ravenel, Inc. was awarded the design contract for Phase 2 by the City Council on June 5, 2012, in the amount of $680,531.  Four other extensions to the contract for design services were authorized on August 5, 2013, August 2, 2015, May 17, 2016, and August 15, 2016 in the total amount of $170,822.25.

 

The Transportation Department, with the approval of the NCDOT, has identified the need to add several items to the contract: special bike lane pavement marking and signage design, review alternatives analysis and redesign of grading of Murrow Boulevard, additional signal design, plan and bid document edits, additional bidding services, and additional construction phase services.  The cost to incorporate the additional engineering is $52,383.45. With this contract extension, the new total amount of the contract will be $903,736.70. Federal funds are reimbursing 80% of the cost, so the City’s matching amount for the extension will be $10,476.69.

 

BUDGET IMPACT:

The design contract extension in the amount of $52,383.45 is budgeted in:

 

2008 Bond Fund Account:                                          471-4502-18.5410.

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation and Engineering & Inspections Departments recommend approval of the contract extension with Withers & Ravenel, Inc.
