PURPOSE:
To amend Chapter 2, Section 117 of the Greensboro Code of Ordinances with respect to Administration - Minority/Women Business Enterprise Participation in City Construction, Professional Services, Goods and Other Service Contracts and the City’s Minority\Women Business Enterprise Program Plan.
BACKGROUND:
A comprehensive review of the M/WBE Program Plan is required every five years. In 2017, Griffin & Strong, PC, conducted a review of the City’s contracting policies and procedures, analyzed procurement data and determined that the City continues to have a significant disparities in contracting with Minority and Women Business Enterprises. This disparity creates a compelling interest for the City to continue implementing its M/WBE Program Plan with revisions to ameliorate these disparities. At the August 21, 2018 city council meeting, council approved and accepted the 2018 Disparity Study findings and recommendations to remove identified barriers to the participation of minority and women owned businesses in City contracting.

RECOMMENDATION / ACTION REQUESTED:
It is recommended that the City Council adopt and accept the modifications to Chapter 2, Section 117 of the Greensboro Code of Ordinance and adopt the amended Minority/Women Business Enterprise Program Plan for Construction, Professional Services, Goods, and Other Services.
