PURPOSE: The Human Resources Department is seeking approval to enter into a contract for background checks for new and existing employees with TruView BSI, LLC from 03/01/2019-2/28/2022.
BACKGROUND: On December 18, 2018 The Procurement Services Division on behalf of Human Resources conducted an on-line competitive request for proposals (RFP) for background checks. The M/WBE office was consulted and they did recommend an identified HUB certified M/WBE firm from the Greensboro 10-county region that received notification of the bid opportunity to which the firm did not participate in the bid process.
BUDGET IMPACT: Funds for this contract are available in calendar year 2019. Expenditures will be applied to the respective departments that request this service. The Human Resources Department manages the background check process, however the cost for the background checks are charged monthly to departments which allocate funding under the 5419 object code in their fiscal-year budgets. For the previous 3 years (2015-2018) the total spend for background checks was $97,500.00. Due to a slight increase in the cost of the background checks, the estimated cost for this 3 year contract is $100,000.00.
RECOMMENDATION / ACTION REQUESTED: The Human Resources Department recommendation is to award this contract to TruView BSI, LLC. Council approval of a resolution authorizing the award of the background checks contract is requested.
