PURPOSE:
Water Resources requests approval to sole source the purchase of a wet scrubbing emission control system from EnviroCare International, Inc. located in American Canyon, California. City Council approval is required to sole source a purchase under State Public Contracting Statute GS 143-129 (e)(6) which allows exceptions to the letting of public contracts for the purchase of apparatus, supplies, materials or equipment when standardization or compatibility is the overriding consideration. In this particular case the sole source option was chosen because the existing wet scrubber can be readily replaced in order to update the existing structure.

BACKGROUND:
The existing foul air scrubber system was installed in 1994 and is currently presenting challenges in meeting the removal limits of the MACT (Maximum Achievable Control Technology) standards enacted in 2015 and is also creating operational challenges in removing biosolids from the plant including higher pressures and temperatures. An evaluation performed in 2017/2018 addressed the existing system's performance and the Water Resources Department determined the most cost effective option would be to replace the aging scrubber equipment with a modification to the existing EnviroCare Tray Scrubber unit with a new VenturiPak system manufactured by EnviroCare. This is a proven technology used for this purpose on other sewage sludge incinerators (SSI) in the wastewater industry.
