PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of purchasing property for the Mitchell Water Treatment Plant Expansion. City Council approval is requested for the purchase of this property.

BACKGROUND:
The Water Resources Department has approved the purchase of property for the Mitchell Water Treatment Plant Expansion. The Department is proposing the purchase of this property to provide for the expansion of the Mitchell Water Treatment Plant, which will include enhanced treatment using granular activated carbon technology.

The subject property is located at 1206 Whilden Place, parcel #0006670, 1324 Seminole Drive, parcel #0006674, and 1103 1107 Battleground Avenue, parcel #0006675. This property is owned by Wood Properties Limited Partnership. The property to be purchased was valued at $2,525,000 by Foster Appraisals, Inc., a certified independent appraiser. After negotiations the owner agreed to accept $2,800,000.

The property is zoned RM-18, Residential Multi-family 18. The required property consists of 107,593 Sq. Ft. (2.47 acres).

BUDGET IMPACT:
Funding in the amount of $2,800,000 for this purchase is budgeted in the Water Resources Capital Improvements Fund account 503-7028-04.6011. A budget adjustment is needed to use this account.
