PURPOSE:
A resolution is required to amend the municipal agreement with NCDOT for the Battleground - Westridge Intersection Improvements Project (U-5306 B) to add additional federal and state funds.
BACKGROUND:
Project U-5306 B will add new turn lanes, lengthen and improve existing turn lanes, add medians and sidewalks to mitigate congestion, improve safety, and enhance mobility at the highly congested Battleground Avenue and Westridge Road intersection. NCDOT agreed to reimburse the City for construction costs after the Metropolitan Planning Organization (MPO) submitted the project for consideration under the Strategic Transportation Investments Act prioritization process. The City Council approved execution of the original funding agreement on December 13, 2011. The Department has agreed to increase its funding participation at this time based on awarded contract and estimated NCDOT oversight costs. Because Battleground is a State Highway, NCDOT agreed to cover 100% of eligible project costs.
BUDGET IMPACT:
The budget for this project will increase as follows:
$5,628,250 Federal Funds (80%)
$1,407,063 State Funds (20%)
$7,035,313
The addition of $7,035,313 in state and federal funds will reduce City funds previously allocated to the project by an equal amount. No additional local funds are required for this grant.
RECOMMENDATION / ACTION REQUESTED:
The Transportation Department recommends and requests approval of the attached resolution authorizing the City Manager to execute the amended agreement for U-5306 B Battleground - Westridge Intersection Improvements Project.
