PURPOSE:

The attached resolution needs to be approved to authorize the City to enter into a contract with the Guilford County Sheriff’s Office to provide necessary equipment and operators to relocate and/or evacuate inmates from the Greensboro Detention Facility in the event of an emergency.

 

BACKGROUND:

The GTA received a request from the Guilford County Sheriff’s Office (GCSO) requesting the GTA provide transportation services for the relocation and/or evacuation of the Greensboro Detention Facility inmate population in the event of a fire or any life-threatening emergency that renders the facility uninhabitable. Specifically, the GCSO requested that GTA provide the following:

 

                     1. The necessary buses and operators required for the transportation of inmates to an alternate jail site from the Detention Center; and

 

                     2. The necessary buses and operators required for the transportation of inmates back to the Detention Center at the conclusion of the emergency situation.

 

                     3. The Term of the Agreement will be in effect for a period of five (5) years.

 

This Assistance Agreement is conditioned upon the availability of Greensboro Transit Authority buses and personnel in the number determined by the City of Greensboro Public Transportation Division Manager.

 

The Federal Transit Administration encourages transit systems to provide assistance during emergencies. However, due to the FTA Charter Service Regulations, GTA cannot charge Guilford County for this service or it would be in violation of the Charter Service Regulations.

 

City Council approved the previous Agreement with Guilford County Sheriff’s Office for this service at its March 18, 2014 meeting.

 

BUDGET IMPACT:

The actual costs incurred by the Greensboro Transit Authority will be based on the Special Event hourly rate as specified in the contract with the current service provider of the GTA transportation services at that time plus the cost of fuel used in providing these transportation services. GTA may be reimbursed for these costs by the FTA pursuant to its Public Transportation Emergency Relief Program for the Federal Emergency Management Agency if the requisite conditions are met.

 

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that City Council approve the attached Resolution allowing the City to enter into an agreement with Guilford County to provide necessary equipment and operators to relocate and/or evacuate inmates from the Greensboro Detention Facility in the event of an emergency.
