PURPOSE:
The attached ordinance serves to amend Chapter 8 of the Local Code of Ordinances for the City of Greensboro relative to fees collected by the City Municipal Cemeteries on weekends and City holidays and to create a new fee for lots to be used for the construction of family columbarium.
BACKGROUND:
The proposed changes to fees collected for services will combine Saturday, Sunday & Holiday fees so there are only two (2) sets of charges: Weekday and Weekend/Holiday fees. Currently there is a stepped fee structure with weekday, Saturday, and Sunday/Holiday fees. City staff have been approached by our stakeholders (local funeral homes) requesting the simplification of our fee structure
The second proposed change establishes a charge for lots dedicated solely for the construction of family columbarium and the rules governing the installation of these structures. City staff have been contacted by citizens desiring this option and this will keep the Municipal Cemeteries competitive with other cemeteries in our service area.
The following amendment to the Local Code of Ordinances is listed below
1. The requested amendment to Chapter 8 of the Greensboro Code of Ordinances with respect to cemetery services fees. Changes are as follows:
a. Increase weekend interment fees from $1400 to $1600 to be consistent with existing Sunday/holiday fee of $1,600 for one weekend/holiday fee
b. Increase weekend inurnments fees from $800 to $900 to be consistent with existing Sunday/holiday fee of $1,600 for one weekend/holiday fee
c. Decrease Sunday/holiday inurnments fees from $1,000 to $900 to be consistent with existing Saturday fee of $900 for one weekend/holiday fee.
2. The requested amendment to Chapter 8 of the Greensboro Code of Ordinances with respect to cemetery services. Changes are as follows:
a. Change the fee for mausoleum from a $100.00 per front foot to $5,000 per lot for mausoleum and crypts and add $1,800 per space for columbarium spaces.
The Parks and Recreation Commission approved these changes at the November 14, 2018 Parks and Recreation Commission meeting. The Commission recommends City Council adopt the proposed fee structure changes.
RECOMMENDATION / ACTION REQUESTED:
It is requested and recommended that the City Council adopt the attached ordinance changes amending the Local Code of Ordinances effective February 1, 2019.
