PURPOSE:
To amend Sec. 28-34 of the Greensboro Code of Ordinances to clarify the minimum requirements for owning a taxicab business and to allow year-round the issuance for Taxi Certificates of Convenience.
BACKGROUND:
The amendment clarifies that in order to own a taxicab business, an owner must have a minimum of seven cabs in rotation in order to provide efficient, 24-hour service. The amendment also changes the restriction stating Certificates of Convenience can be issued only 2 times a year, in January and July. This amendment allows Certificates of Convenience to be issued all year long as the need arises. This amendment is more efficient for the Taxi Inspector and it is helpful to the taxi community because it allows drivers to begin working as soon as they have completed their applications.

RECOMMENDATION / ACTION REQUESTED:
It is recommended that City Council amend Sec. 28-34 of the Greensboro Code of Ordinances to allow the issuance of Certificates of Convenience as the need arises.
