PURPOSE:
City Council is requested to approve a contract with Muter Construction, LLC for the renovations of 2305 Soabar Street and the Kitchen Operations Center.

BACKGROUND:
Water Resources is renovating the rear portion of the recently purchased Soabar Building located at 2305 Soabar Street for additional warehouse space. Additional public parking is being provided along Soabar Street for access to Police District 2 as well as material storage areas for Water Resources. Interior renovations are being undertaken at the Kitchen Operations Center to incorporate space previously occupied by the Police into the Water Resources Department.

Bids were accepted and opened on November 9, 2018 for these renovations. The project goals were 8% MBE and 7% WBE on this project. Below is a summary of the bids that were submitted:

Staff successfully completed a Value Engineering review and identified savings of $310,650.00 from the Muter Construction low base bid, resulting in a final bid cost of $5,212,350.00. The contract price includes $250,000 in Owner Contingency funds. After the Value Engineering efforts, the Design team, the General Contractor and Water Resources staff were able to increase MBE utilization to 8.1% total and WBE utilization to 15.7% total.
