PURPOSE:
Under the Transit Allocation Plan adopted by the Greensboro Urban Area Metropolitan Planning Organization on March 22, 2017, Guilford County is to be allocated up to 7% of FY 2018 FTA Section 5339 funds. In fiscal year 2018, Guilford County received $45,418 as a sub-recipient under the City of Greensboro. A budget ordinance is needed to establish funding for disbursement to Guilford County.

BACKGROUND:
At the October 16, 2018 meeting, the Greensboro City Council approved a budget ordinance establishing FY2018 FTA Section 5339 Bus and Bus Facilities Grant funding in the amount of $561,244 for the City of Greensboro. These funds will be used to replace six (6) paratransit vehicles that have exceeded FTA's useful life standards, both in years of service and mileage, and to purchase three (3) expansion paratransit vehicles to accommodate growth in usage of the City's SCAT service. The useful life standards for less than 30 foot paratransit vehicles are 5 years or 200,000 miles.

Under the Transit Allocation Plan adopted by the Greensboro Urban Area Metropolitan Planning Organization on March 22, 2017, Guilford County should receive an allocation of 45,418 in FTA Section 5339 funding as a sub-recipient under the City of Greensboro. Guilford County will purchase one (1) replacement less than 30 foot paratransit vehicle. The City will manage the grant and disburse this funding to Guilford County on a reimbursement basis once the vehicle has been purchased. Guilford County is required to provide the 15% required local match, in the amount of $8,015.
