PURPOSE:

The purpose of this request is to amend the resolution that establishes program policy for Participatory Budgeting in Greensboro to allow programmatic projects in addition to capital projects.

 

BACKGROUND:

At the October 2, 2018 City Council Work Session, staff presented the PB Commission recommendation to Council. Based on feedback received from Council, staff offers the following additional information to clarify the vetting criteria for programmatic projects:

1.                     Programs must fall within the City’s legal authority and should support the City’s core services.  All proposals will be reviewed by City staff.

2.                     Programs cannot violate any Federal or State laws.

3.                     Programs cannot violate a City policy or require a change in policy.

4.                     Programs must take place at City owned properties and facilities.

5.                     Programs must be neutral with respect to religious and political views or beliefs.

6.                     Programs cannot conflict with, contradict, or displace existing city plans/master plans.

 

Since programmatic project proposals have not been allowed in the past, any change to allow them moving forward constitutes a change of program guidelines and will require approval from the City Council. A revised resolution is attached for the consideration of Council.

 

BUDGET IMPACT:

All funding for the program will be established in the annual budget as approved by City Council.

 

RECOMMENDATION / ACTION REQUESTED:

Staff respectfully recommends adoption of the proposed, amended resolution.
