PURPOSE:
City Council approval is requested to authorize water and sewer connections to serve the proposed National Guard Regional Readiness Center and Surface Equipment Maintenance Facility located at 4250 Camp Burton Road. The proposed connection was requested by the North Carolina National Guard. City Council approval is required for water and sewer main connections in Growth Tier III that cannot be immediately annexed, and do not meet economic development criteria in accordance with the City of Greensboro Policy for Water and Sewer Services "Outside the Corporate Limits" adopted with amendments by City Council on May 20, 2014.

BACKGROUND:
On November 6, 2018, the Water Resources Department received a request from the North Carolina National Guard requesting consideration of a connection to water and sewer. Water is currently available southwest of the property near the intersection of Huffine Mill Road and Rankin Mill Road. A 12-inch water main extension will be needed along Rankin Mill Road and Camp Burton Road. Sewer is currently available to the south of the property. A private 4-inch sewer force main and pump station will be needed as shown on the attached map. Any easements needed for public lines will have to be obtained and dedicated exclusive to the City of Greensboro for service.

Since the property cannot be immediately annexed, and it is located in Growth Tier III, the Water and Sewer Services "Outside the Corporate Limits" policy does not administratively allow approval of this type of request, and a specific authorization is reques...
