PURPOSE:
The bids for contract 2015-085, Water Supply SCADA Communications - Phase 1 PLC Panels - Contract 2015-085, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to MV Electric, LLC (Certified W/BE firm) in the amount of $1,710,000.
BACKGROUND:
This work consists of the City’s new 4G LTE wireless communications system standards at eighteen remotely located facilities in the Water Supply Division (in which five of the eighteen facilities will receive a new panel upgrade). It also includes the implementation of the City’s preferred video surveillance system at seventeen remotely located facilities in the Water Supply Division.
The bids were opened on October 31, 2018 and the apparent lowest, responsible bidder is MV Electric, LLC, (Stokesdale, NC) with a bid of $1,710,000. No other bids were received.
The MWBE goal was a combined 5%.
The contractor’s commitment is MBE 13.9%.
The proposed date for start of construction is January 2, 2019. The proposed date of completion is September 9, 2019.
BUDGET IMPACT:
Funds in the amount of $1,710,000 for this construction contract are budgeted in the Water Resources Capital Improvement Fund account 503-7028-04.6019 A19049. A budget adjustment is needed to use this account.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2015-085, Water Supply SCADA Communications - Phase 1 PLC Panels, to MV Electric, LLC for the bid amount of $1,710,000 and the associated budget adjustment.
