PURPOSE:
North Carolina A&T State University is requesting original zoning and rezoning from County AG (Agricultural) and City R-5 to City PI (Public and Institutional) for a portion of 4220 Holts Chapel Road and 752-754 JFH Dairy Road, generally described as south of Holts Chapel Road and north of McConnell Road.

As this request is associated with a voluntary annexation petition, the City Council will conduct a public hearing to consider and take action on this request at its October 16, 2018 meeting.

BACKGROUND:
Following a public hearing on September 17, 2018, the Zoning Commission voted 8-0 to recommend approval of this request. No one spoke in favor of this request and no one spoke in opposition. (See minutes of the September 17, 2018 Zoning Commission meeting). This request is associated with an annexation triggered in conjunction with an adjacent voluntary annexation petition. Per State law when there is intervening publicly owned property (such as land owned by the State) between private property petitioning to come into the City and the primary City limits, the publicly owned property is automatically annexed into the City as well. A separate annexation request for the property at 3321 Old McConnell Loop is also on the October 16th City Council agenda and is located directly adjacent to this property owned by NC A&T.

BUDGET IMPACT:
This item will have no budget impact.

RECOMMENDATION / ACTION REQUESTED:
The Zoning Commission recommended approval of this request 8-0.
