PURPOSE:
The bids for Contract 2013-094 - Young's Mill Road Outfall have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Jimmy R. Lynch & Sons, Inc. for $15,122,106.06.
BACKGROUND:
This work consists of installation for approximately 11,200 LF of 42" and 12,000 LF of 36" gravity sewer, manholes, and other appurtenances. The bids were opened on September 12, 2018 and the apparent lowest, responsible bidder is Jimmy R. Lynch & Sons, Inc. (Pilot Mountain, NC) with a bid of $15,122,106.06.
The M/WBE utilization goal was MBE 2% and WBE 2%.
The contractor's commitment is MBE 2.08% and WBE 3.59%.

The proposed date for start of construction is January 14, 2019. The proposed date of completion is January 3, 2021.
BUDGET IMPACT:
Funds for this construction contract are budgeted in the Water Resources Capital Improvements Project Bond Fund account 516-7044-02.6019. This funding will be made available by issuing additional bond anticipation notes that were previously established in the 2018 Series Fund.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2013-094 - Young's Mill Road Outfall to Jimmy R. Lynch & Sons, Inc. for the bid amount of $15,122,106.06.
