PURPOSE:
The Federal Transit Administration (FTA) has awarded $247,547 in Federal funds under the Section 5310 Enhanced Mobility for Seniors and Individuals with Disabilities Program to the Greensboro Urban Area. The Section 5310 program supports projects that serve the special needs of transit dependent populations beyond traditional public transportation service, exceed the requirements of the ADA act, improve access to fixed route service and decrease reliance of complementary Paratransit service, and provide alternatives to public transportation. The City of Greensboro is the designated recipient for these funds. City Council approval is requested to establish the grant project budget ordinance
BACKGROUND:
The Greensboro MPO conducted a competitive selection process for funding. The Transportation Advisory Committee at the June 20, 2018 meeting awarded funding to the City of Greensboro Public Transportation Division/Greensboro Transit Authority and Guilford County Transportation and Mobility Services (TAMS) to support eligible operating expenses. Specifically, the City of Greensboro will use Section 5310 funding in the amount of $174,258 to purchase three (3) less than 30 foot paratransit vehicles to accommodate growing use of the SCAT service. As the designated recipient for Section 5310 funds, the City of Greensboro Public Transportation Division is utilizing 10% or $24,755 of the area allocation to support program administration costs, including administering the grant application and funding to the successful sub-recipient and ensuring that federal reporting requirements are met. Guilford County TAMS will use Section 5310 funding in the amount of $48,534 to provide transportation services for elderly individuals with disabilities and low income individuals that are on the waiting list to access transportation to employment, education, and medical trips.
BUDGET IMPACT:
The City of Greensboro’s local match will come from 2016 Bond Fund account 481-4531-01.
