PURPOSE:
The City of Greensboro received funds in the amount of $838,844 from the Federal Transit Administration (FTA) to support eligible expenses for the Federal Fiscal Year (FFY) 2016 FTA Congestion Mitigation Air Quality grant. The City utilized this funding to purchase four (4) replacement 40 foot clean diesel buses. The North Carolina Department of Transportation recently approved a state match funding request in the amount of $69,081 to support eligible expenses. A resolution must be approved to accept these funds.

BACKGROUND:
At the September 19, 2017 meeting, the Greensboro City Council approved a budget ordinance establishing FY2016 FTA Congestion Mitigation Air Quality Grant funding. The City was awarded funding in the amount of $1,793,404 from the Federal Transit Administration (FTA) to support eligible expenses. However, the City is required to reimburse FTA $954,560 for its share of a disposed property. This reimbursement has been applied to this grant, reducing the federal share to $838,844. These funds will be used to replace four (4) 40 foot clean diesel buses that have exceeded FTA's useful life standards, both in years of service and mileage. The useful life standards are 12 years or 500,000 miles for a fixed route bus.

The purchase and delivery of the four (4) 40 foot buses took place during fiscal year 2019. The North Carolina Department of Transportation has approved a state funding match request in the amount of $69,081. Previously, the required local match was coming entirely out of GTA's local transit fund.
