PURPOSE:
The bids for Contract 2009-056, Murrow Boulevard Roadway Improvements and Downtown Greenway Phase 2 (EL-5101 DJ) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Yates Construction Company in the amount of $9,974,539.60.
BACKGROUND:
This work consists of all labor, equipment, and materials required for construction of 1150 SY of 12’-concrete greenway trail, 5500 LF 12’-asphalt greenway trail, storm drainage, reconstruction of the intersection at E. Gate City Boulevard, tree wells, landscaping, pavement removal, pavement markings, and replacement of a waterline; along with ADA compliant concrete curb cuts and driveways. Also, signals are to be replaced or modified at five intersections including installation of Mast Arms at three intersections.
The bids were opened on August 30, 2018 and the apparent lowest, responsible bidder is Yates Construction Company (Stokesdale, NC) with a bid of $9,974,539.60.
The DBE utilization goal was 10%.
The contractor’s commitment is DBE = 10.0%.
This is a Federal Funded contract and is eligible for 80% reimbursement.

This contract was re-bid multiple times due to: one bidder the first time, incomplete bid the second time, and incomplete Good Faith Effort documentation the third time.
The proposed date for start of construction is January 14, 2019. The proposed date of completion is July 27, 2020.

RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and GDOT that City Council approve the bid and award Contract 2009-056, Murrow Boulevard Roadway Improvements and Downtown Greenway Phase 2 (EL-5101 DJ) to Yates Construction Company for the bid amount of $9,974,539.60 and approve the associated budget adjustments.
