PURPOSE:

City Council is being requested to approve the award of Contract Number 2017-077A to O.U. Chavis Contracting Corporation for the completion of the multipurpose space in the Visitor Center at Gateway Gardens for the Parks and Recreation Department of the City of Greensboro.

 

BACKGROUND:

The Visitors Center building at Gateway Gardens was constructed in 2014 but due to funding constraint, the interior completion of the 2,100 sq. ft. multipurpose space was not completed.

The completed components of the building include a lobby, restrooms, office, vending and covered patio.  Funding for the interior completion of the multipurpose space was included in the 2016 voter-approved Parks and Recreation Bond package. Execution of this contract allows for interior completion of the space to include a flexible bridal preparation/conference space, multipurpose space, catering kitchen, restroom, storage, and exterior sidewalk connection.

 

The project was bid on June 22, 2018 and three bids were received.  All of the bids received exceeded the proposed cost estimate and budget for the project. As a result, a rebid of the project was completed on August 2, 2018 and six bids were received. O.U. Chavis Contracting Corporation was the lowest responsive bidder with a total project bid of $392,917. This includes a base bid amount of $377,047, and additional pricing for alternate one $1,063; alternate two $11,507; and alternate three $3,300.

 

The M/WBE Office reviewed the GFE documentation from O.U. Chavis Construction for the Greensboro Gateway Gardens Visitor Center Renovation Re-Bid Project.  The goals established for the project were WBE 10% and MBE 10%.  O.U. Chavis Construction met the MBE goals, but did not meet the WBE goals established for the project.  Affidavit C indicates MBE 30% and WBE 0%.  However, the company achieved the minimum 50 GFE points to be considered a responsive bid. See attached letter from the MWBE Office.

 

BUDGET IMPACT:

The total project cost, including alternates, is $392,917. Funding for this contract is budgeted in account number 482-5001-01.6019.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council approve the award of the contract to O.U. Chavis Construction for the completion of the multipurpose space in the Visitors Center at Gateway Gardens for the City of Greensboro’s Parks and Recreation Department, Contract 2017-077A, in the amount of $392,917.
