PURPOSE:
The current City contract to provide on-going management and operation of the GTA Fixed Route, Higher Education Area Transit (HEAT), and ADA Complementary Paratransit services for the Greensboro community is set to expire on December 31, 2018. A new service contract needs to be awarded in order to maintain continuity of transit services in Greensboro.

BACKGROUND:
The City Council rescinded Council Resolution 17-0630 on December 19, 2017 and directed the establishment of a completely new Evaluation and Selection Committee to: (1) review the RFPs that were previously submitted by the Proposers; (2) allow Proposers to substitute members of their Key Management Personnel; and (3) to submit new Best and Final Offers (BAFOs) to be reviewed. In order to meet the request of the City Council, the City/GTA allowed previous proposers to submit an updated Price Proposal, updated Key Management Personnel, and new Best and Final Offers (BAFOs) for review with a reconstituted Evaluation and Selection Committee (Committee). The reconstituted Committee approved by the GTA Board was composed of seven (7) members and one (1) alternate member, with representatives from the GTA Board, Transportation Department, PART, High Point Transit, the Winston-Salem Transit Authority, and the local ADA advocacy community.

Based on a new solicitation schedule, an addendum to the RFP was issued to the Proposers on April 2, 2018.
