PURPOSE:
Collectively, the City of Greensboro, City of High Point and Guilford County have been awarded Edward Byrne Memorial Justice Assistance Grant (JAG) Program FY 2017 funding of $209,245. This is a disparate allocation and will be assigned as follows: Greensboro Police Department ($113,616); Guilford County Sheriff's Department ($53,206); and the High Point Police Department ($42,423). The Greensboro Police Department will be the lead/fiscal agency for the FY 17 JAG for the award period of October 1, 2016 through September 30, 2020. It is requested that City Council approve the ordinance.

BACKGROUND:
Edward Byrne Memorial Justice Assistance Grant (JAG) Program awards are authorized by 42 U.S.C. ? 3751 (a). They are formula-based, non-competitive federal criminal justice funds which do not require a match. JAG allocations are based on violent crime and population and the local unit of government award allocations are based on their proportion of the state's 3-year violent crime average.

The Greensboro Police Department will receive $142,020, less 20% disparity to Guilford County Sheriff's Department, for a total of $113,616. The GPD will use the funds for officer equipment for the department.

The High Point Police Department will receive $53,029, less 20% disparity to Guilford County Sheriff's Department, for a total of $42,423.20. They will use the funds to purchase in-car cameras for patrol vehicles. The High Point Police Department currently has 30 patrol vehicles that have aging in-car cameras.
