PURPOSE: The City of Greensboro is the lead agency for the Greensboro HOME Consortium which also includes Guilford County, the City of Burlington, and Alamance County. This resolution will amend the existing tri-party contract between the City, Guilford County and the Piedmont Triad Regional Council (PTRC) to rehabilitate single-family homes in Guilford County located outside the city limits of Greensboro and High Point. The amendment will extend the contract through December 31, 2018 and revise the Guilford County HOME Rehabilitation Assistance Policy.

BACKGROUND: The PTRC will be responsible for program administration including application processing and income eligibility determination, work write-ups, bid notices and analysis, work inspections, processing payments to selected contractors based on work performed, and providing the required accomplishment data to the City of Greensboro for reporting to the U.S. Department of Housing and Urban Development (HUD).

As the lead HOME Consortium agency, the City of Greensboro is authorized to disperse HOME program funds for eligible activities that are carried out by members of the Consortium. Under this contract, the City of Greensboro acting on behalf of Guilford County, will administer the program according to city rehabilitation program standards and the Guilford County HOME Rehabilitation Assistance Policy.

Guilford County will approve an extension of the contract a revised Guilford County Rehabilitation Assistance Policy at the August 16, 2018 meeting of the Guilford County Board of Commissioners.
