PURPOSE:

Water Resources is requesting approval of a change order to the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project Construction Administration Services Contract 2016-039 to provide additional construction oversight associated with the extended overall construction of the project. In order to oversee the additional field work, approval for a contract change order is requested.

 

BACKGROUND:

On December 20, 2016 the City authorized professional services construction administration and inspection services contract 2016-039 with Hazen & Sawyer, PC in the amount of $1,537,000 to support the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project.  Change Order No. 1 was approved by City Council on July 18, 2017 which increased the contract amount to $1,726,155 and adjusted the original estimated construction timeframe three additional months (from 24 to 27 months).  Change Order No. 2 will allow the engineering team to extend their on-site observation evaluation and technical guidance of the work necessary for the completion of the project and an additional three months (up to 30 months) due to operational challenges. In order for some construction activities to proceed, plant shutdowns may be needed, but they aren’t always possible due to high summertime water demand or construction activities at the Mitchell Water Treatment Facility that limit the amount of water that can be produced there to offset a Townsend Plant shutdown. This item was postponed from the July 17, 2018 City Council Meeting.

 

This change order also provides an opportunity to continue to increase the MWBE participation on the project.

The original contract had 17.3% MBE utilization through SL King and Associates, who was providing electrical review and inspection services.  The need for those services was less than originally projected and the MWBE commitments could not be achieved as previously approved.  Hazen and Sawyer sought to meet their total MBE commitment through a Greensboro MBE who is well qualified to provide construction inspection services, CriTek Engineering Group, who will now perform 19.2% of the total contract under this change order.

 

BUDGET IMPACT:

Funding in the amount of $123,145 is budgeted in in the Water Resources Bond Fund account 515-7025-01.5410 (Professional Services). A budget adjustment is necessary to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve Change Order No. 2 in the amount of $123,145 to contract 2016-039 Hazen & Sawyer, PC for the Townsend Water Treatment Facility Basin and Gravity Filter Improvements Project Construction Administration and Inspection Services Contract 2016-039 to provide additional construction oversight associated with the extended overall construction of the project and associated budget adjustment.
